1999 Ford KA wont drive

engine starts, car wont drive, steering wheel very heavy, as if steering is locked. Have discovered no steering fluid , Could I just need steering fluid. The front right tyre has a very slow puncture, pumped it up a few days ago .Cant get tyre sorted as car wont drive.

Need more info to help i.e is it a manual or automatic? Filling the PAS would be a very good idea !! If maual box , is it going into gear o.k ?
