2007 Ford Galaxy front wipers not working

front windscreen wipers will not work, rear wiper and front -rear washers work. seems to be a common problem related to the alarm module suffering from water ingress.
i have changes the alarm module for a new one and checked all fuses in all 3 fuse boxes but wipers still refuse to work.
loath to visit the for robbing shop after the last wallet busting visit and just hope someone has had this problem sorted out or know what the fault may be.

Checked for power at motor and linkage free ?

Have checked both seperate motors, Both rotate freely by hand and voltage is present on both sets of connectors.
master motor has 4 connectors pin1 11.78v, pin2 earth, pin3 10.5v, pin4 (link wire to slave motor) 5.6v.
slave motor pin1 11.78v, pin2 earth, pin3 5.6v.
tried disconnecting battery to see if it would reset system but after 1 hour still no front wipers and voltages still same.
