2009 Ford Galaxy lights staying on

headlamps are on constantly when ignition turned on fuse under bonnet F33 I think a 7.5amp blows whether vehicle is switched on or not horn /heater blowers/ fog lamps front and rear and dash lamps are all not working any ideas
