2011 Ford Galaxy power steering issues - has anyone else had them?

A few weeks ago steering started to get stiff. Went to Ford dealer who said that it was the steering rack. Had this replaced but no change. So they've now also changed the pump. All the pipes and filters cleaned out. If anything, the problem has got worse. Very hard to steer now. Since the rack and pump are the two key components, what else is there to do? Has anyone had a similar problem. What was the solution?

Dont know about that year but earlier ones had problems with the universal coupling / joint on column to rack .
