1995 Ford Galaxy running flat

the car starts fine but will not let me rev over 3000 rpm without bogging out the 2 regulator pipes that come of of the manifold and go to sum sort of sensor (that is bolted to the bulk head) keep blowing off and getting really hot 1 of them is blowing out fumes badly when i look under the car and rev it the whole exhaust system moves but there are some fumes coming out could the cat be blocked??
