2005 Ford Focus steering hiss/noise only when steering not engaged

Steering works fine except for hissing noise when steering is not being turned/engaged. The power steering pump was recently replaced but this noise was there before replacement and is still there after replacement.

Definitely the pump ? not a vac hose , breather or servo hose ?
