2002 Ford Fiesta front fog lights

My fog lights are not working,bulbs and fuse seem ok,but there is a small amount water laying in the lights,Any ideas?.

Take it you know they only come on with headlamps ? If fuses and bulbs are o.k as you say , you will need to check if there is power at lamps first of all .
