Fuses blows every time the lights are turned on , engine management fuse blows when engine is turned on and the reverse light dosent work .

Check your Bulbs, If you have a Stop/Tail bulb and one filament has blown and touching the other inside the bulb it will blow every time you replace the fuse.
Are all rear lights operational?
Also check to see if outer metal part of bulb and housing are clean and rust free

You have a wiring touching the ground somewhere on the car causing the fuses to blow.
