2004 Ford C-MAX will not rev over 2,000 revs

i have changed the turbo,egr valve,ecu reprogrammed,mass air flow meater,egr valve cooler,2 new selonieds,2 air control sensors, all the stuff listed is what ive done to the car so far and it is still coming up with turbo boost control valve low, can anyone help??????? 07598763000 07598215050

have you checked all the intake pipes going to turbo and intercooler as these often split especially the one from intercooler to egr valve,make sure all the vacuum pipes are securely fitted and that the inlet manifold and egr are`nt carboned up,does the engine run fine,any misfire or rough running?
