2016 Ford C-MAX poor heat distribution around feet 2016 c-max, is it just a normal problem?

Heater works ok, good heat on screen and on dash openings. Very poor around feet

Can usually be caused by heater distribution flap not operating correctly for whatever reason , be it a faulty actuator or flap .
