Steering locked and wont start

Had this car rebooted twice in last 5 months now its saying steering locked and wont start disconnected battery thats fully charged but temp on dashboard stating 128° wobt unlock or start seriously had enough of this car been to auto electrician as computer guy said there was a drain somewhere any help please
