2008 Fiat Punto lack power on pul loff

no engine lights on so no code new glow plugs fitted new fuel filter air filter cleaned mass air flow and cleaned erg valve .sencor but still lack power till turbo kicks in told throttle pedal sencor but does not have one on 13 jdt engine

Not sure where you got that information but the 1.3 jtd does have a throttle pedal sensor.
just type that into google for proof.
and both my Auto data and my workshop manual for the jtd engine indicate that they DO have throttle pedal sensors.
Have a look underneath there's no throttle cable,
and usually very few fasteners to remove the whole throttle pedal assembly,
plus the multiplug of course.
And you symptoms do match a worn throttle pedal switch.
Have a look.
