2009 Fiat Punto turbo not kicking in

Turbo does not kick in, scanner says p2563 turbo boost position sensor, Range/Performance.
Hoses seem ok
New boost sensor
Actuator goes up and down when u push it down by hand.
Vacuum going to boost sensor
Engine light on.
Triange warning light comes on for 10 seconds then goes off.
Anti pollution filter clogged message wonder if it's this that putting into limp mode or I have two problems.

No just the one,
the dpf is blocked,
or to put it another way the turbo is trying to boost but there's no way the exhaust gases can escape.
Engines have to breath in and OUT.
