1998 Fiat Punto wont let me put it into first or second gear

This could be one of a few things most of which are unfortunately not cheap to repair. A mechanic would need to have a look at the gearbox to find out what's causing this - could be a broken selector, cables, gear - impossible to know without looking at it - good luck.
