2007 Fiat Punto break lights

When my lights are on at night, all my lights work as normal but when i press my breaks the break lights dont come on (dont get brighter, the small light above the rear window does though, however during the day when i have no lights on and i press my breaks only the back driver side break light works, how is this when all bulbs are working? thanks for any help
