Fiat Punto howling noise

noise started just after i changed front offside tyre
noise alters with acceleration and deceleration
noise present in drive or free wheel
does not alter on cornering
i have moved tyres around using spare to see if tyre noise
have changed front and rear pads and shoes
wheel bearing checked out ok
noise goes at 60ish
car drives v,well economical as ever
sounds like wind whistling through an open window
at the stage of part x unless i can sort any ideas will be great thanks

may be the timing belt tensioner as when these get dry they make a kind of high pitched howl,if it is this it should make the noise with the car at a stand still but when you rev the car up
