2000 Fiat Doblo high resistance short across pos and neg

With batt removed and ign off put meter on and it starts at 250k, dropping to 4k slowly and going back up to 10.5k where it stays. The vehicle is a fiat ducato van which still drives with this problem without any warning lights.

would check all earth connections. if they ok, the possible starter fault. refer it to a good sparky if not sure what to do. hope this helps
