2010 Citroen Xsara Picasso head lights and all electrics decrease in power ie meter on battery reads 14.5 charge and then changes to 12 .3 continues i suspect voltage regulator on alternator ..would appreciate any feed back before i buy an alternator

The regulator is built into the alternator . You should load test your battery firstly as , if any weak cells it will cause the alternator to work over time trying to catch up when loaded
