2012 Citroen DS3 engine overheating

Engine keeps over heating on ds3 62 plate, thermostat and matrix (thermostat housing) been replaced, coolant has oil in. Timing chain new and water pump been done. However the blowers in the car won’t turn off, when turned off on the buttons. Been told needs a new radiator and head gasket but with the electrical fault could be ecu failing? Any guidance appreciated

The heater problem could be the heater resistor pack or wiring which is a simple check / fix
