2003 Citroen C3 heater blower keeps stoping all togther and not working

The aircon and heater blower, seems to have developed a intermittent fault, or htough it now seems to be off all the time, hear a clutch like noise from aircon compressor under bonnet, but the blower dosn't work at all, with winter looming its no good as the car fogs up. anybody help put me in the right direction?

ac only works if heater blower switched on so id concentrate on the fan fix that and ac will operate
ist drop motor out of heater box and check its not blocked with leaves etc.put 12v feed on motor and see if it works.if it works in car on top speed and not slower change resistor pack.
if only works now and again check for loose wireing plug to fan as is in pass footwell and can get kicked
