Citroen C3 car starts but wont rev up

Car: Citroen C3
Variant: 1.4 cachet manual
Model Year: 2008

Just won’t rev up then cuts out. 
I’ve changed 
Throttle body 
Throttle pedal 
Checked fuses 
Just stuck now

Could be a  partially blocked cat convertor  or exhaust
