Losing power and cuts out when cold???

Hello everyone,
Need some advice if anyone can help or has come across this problem before please.

My 1993 T4 Transporter 2.4 diesel non turbo has recently developed a starting problem.

Was taking ages to fire after glow plug light went out, good 15 to 20 seconds and longer.
Usually leave it running for 5 to 10 minutes then drive off, idles at about 5000 to 6000 revs then gets better, 9000, but when i pull up at lights or junction it cuts out.
Takes a bit to start then seems fine and great when warmed up.
Changed the glow plugs, relay and starter motor, starting better but still loses power and cuts out?
Any advice welcome, thanks

Could be a timing issue the pump timing is critical on these engines,check the pump belt is okay,you may need to get it set up dynamically .and they are prone for stripping teeth.check wiring to pump is okay I,ve had chafed wiring before also.check you are getting power to the glow plug,s ,all of them use attest light onto positive with the clamp and probe the end should light,obviously need to be disconnected first or will earth through wiring.see how you go from there.
