when the car is standing run idle you can rev the speed right up to the top end of the rev counter, but when you are drive the car the revs will not got above 3.000revs but only when drive?

im not 100% sure, but its probably a got a governor on it, might be a combination of speed and revs, or when its in gear it will only rev to 3000

Many possible causes i.e boost control solenoid , vac hose leaks or collapsing , boost leak, intercooler/hoses - or the turbo/actuator , wastegate , vanes sticking etc. etc .You really need to get it checked out or scanned .
