1999 Volkswagen Sharan instrument panel

Instrument panel is not showing temperature, fuel level speedometer or rev. However it is showing mileage and adding to it (this is digital display). The oil signal is also flashing but this could be because the panel stopped working when the oil was changed over. Oil levels are fine. Any idea what the problem might be? And if it is the panel/cluster can I buy this used and will it work or does it need programming to my car? Please advise.
