car making an awful droning sound when you go over 20mph the noise is still there even if i have it out of gear. I have had new bearings, trackrod ends and exhaust fitted noise still there. It has just past its MOT

Certainly sounds like wheel bearing knackered .

could be any number of things, where does the sound come from? is it an auto or Manual? a few suggestions;- Wheel balancing, CV Joint, Gearbox spigot bearing, Gearbox itself, engine mounts.
