2001 Volkswagen Polo throtte problem

Variant: 1.4 16v auto

I have said in the car model that I have a Polo but I have a Lupo that is not shown on your list!!!!!
The problem is that when i start the Lupo it only ticks over, this only enables the car to crawl along! no throttle response at all.
To get any throttle response I have to repetedly start the car and rev the throtte until the car revs. There is no further problem until I need to restart the car.
I have had the throttle body cleaned at a garage at many times but initually it works but always returns. I live in portugal and the garage says they are stumped as to the problem.

Check / replace engine coolant temp sensor . This sends info to ecu on how much fuel / air is needed .+

check to see if you have a electronic throtle if so this is more likly to be problem
