1998 Volkswagen Polo glow plugs dont come on when engine heats up

Glow plugs come on and engine starts well first thing in the morning or when cold. After a short journey when engine warms up glow plugs do not come on and engine will not start - without 5 or 6 attempts.
I have change diesel filter; glow plugs and pipes to glow plugs but no improvement.

Glow plugs shouldn't come on , you dont need them when engine warm , only when starting from cold .

I suspected glow plugs dont need to come on when car has warmed up - however, it is still not starting : until I turn the key for the sixth time. Why will it start when cold but not when it is warm ??
