1996 Volkswagen Polo polo speed dropping too slow continued - whittingehame

From your reply it sounds like a revs sticking problem ?

A more detail account is that once I accelerate the car speeds up to about 80-90 kmph max sometimes touching a 100 kmph and does not go further then that, however when I am trying slow down the I take my foot off the Accelerator the car however keeps sticking to the speed of 40-20 kmph automatically and keeps moving sticking to that speed on the speedometer of 40-20, when I brake in order to come to complete stop due to power in the engine lock at that speed of 40-20kmph it is requiring more braking power to get the off the stuck speed 40-20kmph back 0kmph.

Note: during sticking 40-20km the rev needle does drop to 10-35, but mainly back to 10 which is the normal ilde start up mark.

Check or clean stepper motor / throttle body .
