1996 Volkswagen Polo temperature gauge needle

On Start up the temperature gauge needle starts very low (extreme left), also the Temperature light comes on briefly, however after driving the car for awhile the needle moves up to about 70 degrees, the engine temperature seems to be hotter as the fan kicks in.

Could this be coolant problem ?

Temp gauge should start at cold till thermostat starts to open and engine reaches operating temp .That's how all cars work .The fan cuts in when temp reaches the temp setting on coolant sensor .If not happy , change temp coolant sensor .
