Have you tried changing the bulbs ?.

If bulbs not faulty , check fuse .

If the headlamp tilt adjustment works then it cant be fuses, very unusual for both fuses to blow but not unknown for both bulbs to go, check this FIRST.

If you read reply , it was if bulbs were ok. then to check fuses .Not 100% sure of that year , but on other models the headlamp levelling system was a seperate fuse altogether i.e

SBF9- 5A- Headlight Levelling
MBF44- 15A- LH Headlight- Dipped Beam
MBF45- 15A- RH Headlight- Dipped Beam

Your quite right mate, wasn`t having a pop at you.
I have had to repair the same thing myself and it was the bulbs on that occasion.
Can you confirm if main/dipped switching is by the ecm on that year?.

As you say , first port of call was always check bulb/s .If it was not that ,then passed on to our auto electrician in workshop . Every man to his own trade , and let him earn his wages !!!!!!!
