2001 Volkswagen Polo starter motor will not turn engine

The starter motor will not turn the engine when starting. The battery has been tested & is fully charged although the symptoms are those of a flat battery i.e. the engine does turn for perhaps half a revolution before stopping.

Check all battery earths and any from engine / gear box to body . Could be dud (lazy ) starter , might be worthwhile getting it tested .
