2000 Volkswagen Polo petrol flooding engine - car won't start

Car: Volkswagen Polo
Year: 2000
Variant: 1.4
Categories: Running Rough, Starting & Power Loss
The car does not seem to start and it seems to be the petrol flooding the engine. It has started up after taking out one of the fuses but today this has not worked.

Any ideas what this problem could be or where to check it up?

New battery was put in 2 wks ago but this problem has occurred before that.

Any help is much appreciated.
