2005 Volkswagen Polo car holding back when it gets to 2500 revs

when i start drivig the car its ok to start with then all of a sudden when i go through the gears, when i reach 2500 revs the car holds back and will not respond to the acccelerator until i go up a gear. Also when it reaches say 70mph it drops back to 60 and it will not accelerate and holds the car at 60mph. I have replaced the spark plugs and coil but it has still got the same problem.

Personally i reckon it could be the fuel filter thats doing all that or then its something to do with the air flow meter. get these checked and it should be fine.
