1998 Volkswagen Polo smell of fumes in the car

Appears to be worse when the heater and fan are on. I have had a look under the bonnet to see if any hoses/pipes are split.

As you look at the engine, there are two rubber pipes that come out the back of the main part of the engine to the car body(towards the driver) these are both ok, no holes or splits. To the right of this there is a plastic pipe (passenger side) with a small split in it, unsure though if this carries heated air, or is just a cover for other wires etc, but wondered if engine fumes may be leaking in via this and are then pumped into the car by the heater/fan?. Justas a note have had this car now for 11 years and never had to put a drop of oil in it (apart from normal servicing)
Any adise/help appreciated

First thing I would do is replace/repair/tape up the pipe with the split and see if it cures prob . Then check any engine breather hoses . If not that , and you say it gets worse when heater on , could be heater matrix .

Thank you for answering, the split pipe I found just carries cables. Took the panel apart just below the windscreen where the fan for the blower is and all looks fine , also took the main air filter off, inside the air filter bay, there was some oily residue, but only a very small patch about an inch square. When I have been running the car, and get out and walk to the front, i can smell the same smell around the front of the car, if I sniff the air filter area seems stonger here, I think this smell whereebver its coming from is beind drawn form the engine bay somehow and somehow getting into the air system. However the exhust system is all fine, no leaks right up to where it joins the engine. Its really frustrating.

sorry forgot to say, smell also comes into the car if the fan is blowing cold air

Finally found it, took the air filter off, there is a hose that comes into the underneath of the air filter (rebreather? reheater?) it was undone, simply put it back oin and no smell !
