1998 Volkswagen Polo hesitation/juddering on gentle acceleration and whilst driving (egr?)

My Polo had covered 106,000 miles and is still going strong. I have always had a problem with it juddering/hesitating on acceleration. I have tried the following fixes.
-Removed, cleaned and refitted the EGR valve.
-Replaced the electrical vacumn valves which operate the EGR and Idle valves.
I find the problem dissapears when I isolate the EGR valve by blanking off the vacumn hose from the electrical vacumn valve. It is a mechanical diesel injection but does have a basic ECU which is called the Glow Plug Control Unit.
Could it be the injectors or glow plug control unit or something else?

chech the fusebox for a big red fuse that may have motor stamped into it. i believe the fuse to be bigger in size than the others. check that.. a blown one of those will cause the injector pump to over advance injection. this could cause your problems!!! its a simple cost effective way, before going too deep!!!

Does the car blow black smoke under acceleration or is it running clean?Only thing that can really cause a missfire on an injection pump diesel is fuel starve.EGR valve only should open on over run or when running at constant rpm.It should be shut under acceleration so the engine is only breathing clean air so that all the injected fuel is burnt.Check filter and fuel line banjoes as a bit of crap sometimes get into a line and restricts fuel flow which will cause hesitation when the engine is under load.
