Front wipers will not travel whole screen, move about 3" then stop.

have you tried helping them as they try to work? literaly pushing them? you should have 2 people present here as you dont want to give power to the wiper motor for too long if it cant do its job properly. it will burn out.
if they do start to move, repeat this a few times until they free themselves up, and dont have the blades touching a dry screen as you are doing this.
if this doesnt work you will need an auto electrician as test meters will be needed.
