2000 Volkswagen Polo 2000 polo 1.0 rough running at low rpm low power under load

was at motorway speed going up hill then loss of power (60 flat out on the flat dropping to 40mph up hill) I've removed and cleaned injectors, one spark plug was covered in hard light brown deposits which I cleaned off and replaced, after that it was a tiny bit better not much. It runs really rough at idle and slow accelerating/stuttering, smooths out a bit past 3000rpm. After a bit of research it seems it could be a faulty coil pack or burnt valves. It was low on oil when it happened but oil light or check engine light didn't come on and I immediately pulled over and put oil in. Any ideas?

Carry out a compression test , but ignition coils failing are very common also .

ok, bought new plugs today and did a compression test and found number 2 cylinder had less than a third of the compression of the other three cylinders, also the plug from that cylinder was heavily fouled with fresh oil even the new one after driving for a mile. I'm thinking valve oil seals or possibly piston ring although there is no black smoke from exhaust. how much of a job is it to change the seals and or re-ground the valve/s?

Cant remember if it was that year of Polo that had trouble with the valve guides and seals .It would be blue smoke you get not black . Could be an uneconomical repair dependent on findings after strip down
