1995 Volkswagen Polo inconsistent starting.

Variant: 1.6 GLIf
Has always started off just the choke but now requires multiple attempts plus 'starving'
by foot to the floor. Occasionally it helps by removing petrol cap but I get the feeling that it is a flooding problem as when I leave it for about 10 minutes it usually starts just
off the choke again. Have bought new plugs but not fitted yet as engine runs absolutely
beautiful at the moment. Air filter reasonably new as is distributor cap, I have never had
to tamper with petrol pump as I don't even know where it is! What I have just noticed is that when idling the speedo will not drop lower than 10mph.

Try changing your plugs and see if that fixes it .
