2004 Volkswagen Polo fan blowers work but no temperature control/ac/air recirculation button

So the lights stopped working on my climate control panel, including the knobs, the AC button and the air recirculation button. I thought it may have just been the bulb but I have noticed that pressing the AC button doesn't do anything either. Although I can control the blower strength and where it comes from I cannot control the temperature, at any temperature setting I just get slightly warmish air. I thought it may have been the '18' fuse but that seems to be fine??? can anyone please help me?
