Central Locking and Electric Windows not working

My Sister's Car at a distant location from me.
The Car has been parked up for the last 12 day's during a bad wet spell.
All fuse's are ok.
Both of the Electric Windows are not working and the Red security lamp which flashes in the Car is not working either.
She tells me there is a noticeably damp patch on the r/h side in the boot.
The Car has Central Locking (using the key in the lock as opposed to remote) which also gave her a problem at the weekend but now seems to be working as normal.- Is there a unit related to this in the boot?.

Wh. No problem on that front - starting and running fine.
