2000 Volkswagen Polo electrical

While driving the interior light suddenly came on together with the indicators/hazards. The lights did not flash at all but stayed on continuously. The electrician has removed the fuse for the lights but now the fuel cap cannot be opened. He cannot seem to find the problem so hoping you can help!
