Cannot locate starter motor

Hi,
The starter motor on my low milage Polo is turning but not engaging - I guess that something is sticking.

Can someone please describe to me where the starter motor is located / how to access it?

I have removed all the battery, battery holder, plastic splash guard under engine, and even the N/S/F plastic wheel arch guard but still can't find it!!

it is accessable from under the engine bay above the n/s drive shaft from what i remember
