2005 Volkswagen Passat fan not working

My cars fan not working on setting 0-3 but on setting 4 it is working finr. I have tried my car AC as well but same problem only works on setting 4. I have checked all fuses and they look fine. Any diagnosis and solution please

prbably the resistor pack that is normally mounted near the heater fan under the dash on most cars
