2000 Volkswagen Passat cold hose

Hi After a 40mile drive i noticed that when i got home that the bonnet on my passat 1.8t was extremely hot, uncomfortable to touch. When i opened it up the bottom rad hose was almost cold whereas the others were very hot (obviously). There was also small drip from the area below the bottom hose too. The temp gauge never goes past 90, which is about half way, and the car drives fine. Could i be looking at a partially blocked radiator?
Any help would be appreciated

Hi press the button pipe with your hand to feel if it has water in it. There may be a blockage somewhere. Give it a good flush. Good luck.
