1997 Volkswagen Passat acceleration problem

My passat 1.6e put put puts when I try to accelerate or change gears. It stuggles on stationary hill starts. But once it passes 2000 revs it starts running smooth. Please help. Thanks

check or change fuel filter ,

sounds like fuel starvation, do the basics, change spark plugs, air filter, oil filter, fuel filter, if problem still exists then it could be falty injectors (if fitted).
