2003 Volkswagen Golf inicator problems

The indicators don't work on the left side of my golf tdi when i try to indicate left i just get a very rapid indicator clicking from the emergency switch/relay! however when i put the emergency switch on all the indicators work fine!!!. I thought this would be a relay problem so i put a new one in and it didnt help the problem ....anyone with any ideas as to what this could be???

Thought it might have been stalk , but on checking it seems to be a prob with hazard switch.
