2005 Volkswagen Golf front wipers not working.

Rear wiper and washer works as supposed to when the ignition is turned on. My problem is that the front washers don't work at all and the front wipers only work when the car is moving, I have to be driving the car for the front wipers to work. I have no idea whats going on with the car
It can't be the fuses since the wipers work when the car is moving.

Do the wipers work in all speeds when stationary and engine running ?
