2000 Volkswagen Golf brakes

I've changed the rear brake pads and bled all the brakes at the wheels in the specified sequence and refilled the brake fluid along the way. The pedal is now travelling almost all the way to the floor.
Prior to changing the pads the pedal was travelling a little way but no where near as bad as it is now

Need to bleed brakes again, it seems that you have still got air in the system...

We have bled them a second time and it made absolutely no difference. Have done it manually using two people. Would that make a difference with this car.
