2008 Volkswagen Golf headlights permanently on with ignition on

When the ignition is on the headlights are on permanently, even when the switch is in the off position. I cannot put the fog lights or spot lights on.

VWs have central control unit that controls
lights, locking,power windows and wipers to name just a few.
Dealer part only and not a thrifty price.
