1996 Volkswagen Golf tyre/valve pressure

as soon as i take the tyre valve off, one of my tyres pressure goes down drastically and can feel the pressure so strong that have trouble getting valve cap on. I am not sure if this is a fault with the valve cap or if my tyre is the fault. I just need confirmation which i should ideally be relacing or if both.

Probably the tyre valve core which screws out to replace . One minute job that any tyre centre will do for you .
